My copy of Windows Server Standard came with two keys: a physical key for use on physical hardware and a virtual key for use on a VM. You can have a physical server and then use virtual keys for vm within it as a host. The best way to do it is to buy the Windows Server R2 Enterprise version which gives you 1 physical and 4 virtual licences and is cheaper than buying standard as you get more virtual machines for your money. The licences can be used in any virtual environment VMWare or Hyper-V, if you use VMWare then you would simply lose the physical license but still have 4 virtual licences.
It is even possible that 1 server is designated as activation server and no licensekey needs to be entered as the servers will find the activation server and perform their own activation KMS. You can use the same license for the Hyper-V host machine to activate the VMs on it, this is only applies to Windows Server R2 VM, either full or core installation.
